On June 9, 2026, Anthropic launched Claude Fable 5, its most capable publicly available AI model yet. The benefits weren’t theoretical. Anthropic reported the model cut drug design time tenfold. Its sibling model, made available to vetted partners through a program called Project Glasswing, helped Mozilla alone find and fix hundreds of security vulnerabilities. This was AI doing what it should — accelerating real, beneficial work for real people. Three days later, the model was gone. Not because Anthropic broke a rule. Not because the model caused harm. Because the US Department of Commerce issued an export-control directive over a claimed jailbreak technique, and the only way for Anthropic to comply was to switch the model off for every user on the planet. There’s a lesson here about powerful technology and responsibility — but maybe not the one Washington meant to teach.
Anthropic built something powerful — and built it responsibly
“With great power comes great responsibility” sounds like a comic-book line, but it’s also the right way to think about modern AI. By every available indication, Anthropic took that responsibility seriously with the Mythos family of models. The most powerful version, Mythos 5, wasn’t released to the general public at all — it stayed restricted to a small group of research partners through Project Glasswing, with extensive safeguards and a track record of helping security teams fix real bugs. Fable 5, the publicly available sibling, shipped with significant guardrails built in. Anthropic even implemented a 30-day data retention policy specifically so it could research and mitigate jailbreak attempts — a policy that costs the company business with privacy-conscious customers but lets them stay ahead of misuse.
This is what responsible deployment of powerful AI looks like: graduated access for the most capable versions, layered safeguards on the public release, and a willingness to absorb costs to keep things safe. It’s the model other AI labs should be following.
A quick aside: what does “jailbreaking” actually mean?
If you’re not deep in the AI world, “jailbreaking” is worth a quick definition before going further. Modern AI models like Fable 5 are trained to refuse certain kinds of requests — generating malicious code, providing instructions for building weapons, producing personal information about real people, and similar categories of harm. A jailbreak is a prompt or technique that gets the model to bypass those refusals and do something it was designed not to do.
In Fable 5’s specific case, the technique reportedly involves pointing the model at a software codebase and getting it to surface exploitable security flaws — the kind of vulnerabilities an attacker could use to break into a system. That capability is the textbook definition of dual-use. In the right hands, it’s invaluable: security researchers and software vendors use exactly that workflow to find and patch bugs before criminals can exploit them, which is precisely what Mozilla did with the Mythos models. In the wrong hands, the same capability becomes an attack tool.
Anthropic’s position is that the alleged technique is narrow, already publicly known, and works on competing AI models too. If that’s accurate — and there’s no public evidence so far that contradicts it — the government’s action doesn’t actually stop a determined bad actor. It just stops everyone else from using the better tool.
What the government did
On June 12 at 5:21pm Eastern, Anthropic received an export-control directive from the Commerce Department, signed by Secretary Howard Lutnick. The trigger, according to reporting, was a third party’s claim of being able to jailbreak Fable 5 — a technique Anthropic says is narrow, already publicly known, and present in rival models too. The directive barred any foreign national, anywhere in the world, from accessing Mythos 5 or Fable 5. That included Anthropic’s own foreign-national employees.
The practical effect of a rule that sweeping is that you can’t selectively comply. You have to switch the model off for everyone. So Anthropic did. American small businesses lost access. Drug researchers lost access. Security teams running vulnerability scans lost access. Mozilla volunteers fixing security flaws in software the public depends on lost access. And whatever specific bad actors the order was meant to stop? They lost the same access as everyone else. Not more. Not less.
The wrong kind of caution
Powerful technology is almost always dual-use. The same chemistry that produces life-saving medicines can be misused. The same encryption that protects your business banking also shields criminals. The same internet that lets a Northwest Arkansas small business reach customers in Tokyo also reaches scammers. We don’t shut down chemistry, encryption, or the internet because of dual-use risks. We invest in oversight, in research, in the slower and harder work of building safeguards that target misuse without crushing legitimate use.
The Fable 5 directive did the opposite. It pulled a beneficial tool from every user — most of whom were doing exactly the kind of legitimate, productive work the country should want to encourage — to address a risk that could have been handled with narrower tools. Targeted enforcement against specific actors. Mandatory disclosure of jailbreak techniques. Capability-specific controls that don’t take the whole model offline. Instead: a blanket shutdown.
To be fair to the government, dual-use AI is genuinely complicated, and an export-control regime designed for chips and weapons doesn’t map neatly onto software that updates weekly. National security concerns about advanced AI capabilities are real. Reasonable people can disagree about how exactly to draw the line. But pulling a beneficial tool from every legitimate user — including American small businesses and research labs — to address a narrow concern isn’t drawing a line. It’s swinging a hammer.
What this means for small businesses

Vendors that invest in safeguards, restrict access to their most powerful capabilities, and absorb the cost of staying ahead of misuse are the partners that make AI safe to integrate into your operations. The alternative — using tools from labs that don’t think about misuse at all — is a far bigger risk to your business than the small chance that a responsible lab’s flagship model gets pulled by a clumsy regulation.
Powerful AI is here. The question is what we do with it.

Anthropic got the responsibility part right with Fable 5. The hope is that policy catches up — that future restrictions are precise enough to stop misuse without ending beneficial work for everyone else.
